There are some issues with User Account Control in Windows 7 and Windows Vista. Usually, to start something with the administrator account, you just need to right-click the application and select "run as administrator" in the menu, but it doesn't work if UAC is disabled.
User Account Control - a technology and security infrastructure introduced with Microsoft's Windows Vista operating system. If you disable it, you lose "RunAs" context menu functionality, as well as file system and registry virtualisation. These are only several reasons why you are not recommended to disable UAC, and there exist much more of them. If the only thing you need is RunAs, you can use Sysinternals' ShellRunas. It will constantly require your login, but will do it's job to run Social Submitter with Administrator account.
